I-580 Westbound Express Lanes Project

Rapid development in Alameda County and the Central Valley, and greater goods movement to and from the Port of Oakland, have resulted in severe traffic congestion along the I-580 corridor. The westbound weekday morning commute has steadily grown worse in the Livermore Valley over the past decade, and there is also significant congestion due to heavy recreational traffic on weekends. The Metropolitan Transportation Commission (MTC) travel projections show that I-580 corridor commutes to and from the Bay Area will nearly double over the next 20 years.

The Alameda County Congestion Management Agency (ACCMA), in cooperation with the California Department of Transportation (Caltrans) is sponsoring the construction of two westbound Express Lanes along I-580 from east of Greenville Road to Foothill Boulevard. Environmental review of the project is under way, and completion is expected to be in 2012.

All drivers will need a FasTrak toll tag to use the westbound Express Lanes. Solo drivers will pay a toll electronically while carpools, transit users, motorcycles and other HOV vehicles can use the lanes for free. There will be no tollbooths, only electronic tolling using FasTrak toll tags.

The westbound Express Lanes project includes auxiliary lanes from Vasco Road to First Street and from Airway to Fallon. Proposed improvements will be within the existing right-of-way.

The westbound Express Lanes are partially funded by $101 million from the 2006 infrastructure bond measure Proposition 1B. ACCMA has coordinated funding for the project from other local, regional, state and federal sources including Regional Measure 2, TCIP, SAFETEA-LU, STIP, SHOPP, and local government.
